Europe experienced widespread relief on Monday, as the tension caused by the introduction of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been defused. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: a renewed assault of rocket attacks on Kyiv.
The Pattern of Negotiation and Warfare
The chain of conflicting incidents captured the harsh reality of the current period. By day, political struggles are fought: positive announcements are released from different nations. Significant resources is expended on restraining particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the primary tool for achieving "settlement".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is able to track rocket firings from across the border, a capability provided through timely intelligence. From vantage locations, military aircraft that had been deployed to intercept incoming aerial threats streaked across the sky – modern combat jets supplied to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems engaged: multiple launches deployed against a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every firing creates sudden vibrations, rattling buildings. The instant of fear quickly transforms into grim resignation: perhaps the approaching threat won't strike its target this time, sparing the city from catastrophe and another blackout.
Persistent Threats
Not long after, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a rapid response unit – probably imported technology. Regrettably, the bullets missed the enemy aircraft – it continued its flight toward its target.
Intermittently, this persisted until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the evening attack. As typically, everyone still continued their routines – living the war. But those 24 hours encapsulated Ukraine's critical military reliance on external assistance – a reliance that European nations are demonstrably unable to replace in the immediate future.
Ineffective Peace Efforts
The detailed framework from American leadership generated strong feelings, debate and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new proposal from American administration unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, continue.
Tactical Assessments
It is easy to blame specific actors of consistently pushing Russian terms. But that does not seem to be the whole story. US administration operates on a premise well known to international relations experts: you cannot secure via talks what you have been unable to protect through force. The American government presumes that it is unfeasible to force Russia to surrender the areas that it already controls in Ukraine's south or east.
The challenge is that while acknowledging this situation, US leadership does minimal to prevent Kremlin actions, through words or deeds, from believing that the situation will not evolve additionally in its favour in the near future.
Conflicting Perspectives
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their reason to accept conditions that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding lives and land but preventing a entire defensive failure until conditions improve in its favour.
Present Conditions
Factually, there are no actual prerequisites for a ceasefire. Now, subjective factors are entering the equation: personal goals to negotiate peace and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unworkable, so that their attention does not switch to internal issues. And although their objective will now be much harder after current events, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a only one week to kill the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all served their function.
While new proposals based on established approaches are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to alter the situation, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
